PPC - Norwich Pharmacal Order

Hi, I recently got a parking "fine" from a PPC called New Generation Parking Management Ltd, I was driving my parents car at the time that the fine was issued.. My mum then received an invoice for this fine a few days later, after reading advice on MSE she decided to use the "Private not Driver" template from the main page, in that template it mentions that because she is the RK but was not driving she is not at fault and does not have to disclose any information about who was driving. She has now received a second later saying "It is quite widely (but wrongly) believed that registered keepers cannot be compelled to disclose information of this nature if a car park is operated on private land. The relevant order is called a Norwich Pharmacal Order". They go on to say that they will seek this order against her if she does not provide details of who was driving. Is this true?
The reason as to why they had issued a fine was for not using the facilities, is that a valid reason also?
If it was my car i would personally ignore these letters as i have had friends do so in the past but my parents are worried about CJJs and Credit being effected, so what would be the best route to take?

Tell your mother not to worry, no-one has been "fined".
She should not enter into any correspondence with the company at all.
Ignore everything from now on.
These scum will try and scare her, and you, but there is no need to bow their bully boy tactics.0 -
Interesting http://www.inbrief.co.uk/special-disclosure-orders.htm but I very much doubt they would go down this route as it would be another thing for them to trip up on. It would also mean them doing the "C" word risking great expense and we know they don't do the "C" word0

Read the replies and you'll see it's a pile of steaming crappiness from the PPC, as usual.
Ignore the scammers and make sure your parents are ready for the next level of this scam = letters from debt collectors talking about Court and CCJs.
But Court and CCjs don't happen, they won't take anyone to Court because they know they'd lose.
Their scam relies on scare tactics to make people panic. Please tell your parents NOT to pay, not even to 'make it go away', not even to think they are helping you. I would have screamed if my OH had caved in and paid our private ticket when he saw the debt collector letters. He didn't of course 'cos I'd convinced him it was a con.
Have your parents seen the Watchdog programme about PPC tickets? It's funny, make sure they definitely watch this and take in what the legal adviser is telling Anne Robinson:

I showed them the Watchdog video and they had a little chuckle, i have showed them various other posts on the subject and they feel a bit more at ease now, even so my mum said she would feel more comfortable in sending a final letter using Martin's template, is this is a good idea?0

No, we don't advise any contact whatsoever. That article by Martin is pretty old and very cagey with its advice.
We tell it like it is. The ticket is a scam. Ignore it and the letters!
It's known that any contact can cause MORE letters than the standard ones, as they think they have got a 'hooked fish'. Ignoring is best as the silence means they don't even know if their letters are being received, let alone whether you might be a solicitor or copper, etc.PRIVATE 'PCN'? If they do wish to obtain a Norwich Pharmacal Order, then they would be liable for your costs of dealing with the application and providing the information. It's simply not in their financial interest to make a Norwich Pharmacal application to recover a parking charge.0

Please get your Mother to heed Coupon-mad's advice.
Do not contact these people in anyway shape or form.
The advice given by Martin and his team in these circumstances is not the best course of action.
There are many stories of people on here who have done nothing but ignore and lived to tell the tale.
