Yes but a verbal agreement must include the no refund of deposit if he pulls out of the deal, they didn't mention that so it would mean making up terms after the fact is not valid.
And the dealer has lost nothing in this, they did £300 of repairs which they would have to have done to sell the car in any case, so the car was pulled off the forecourt to do that for the day, and the next day he pulled out of buying it, where is the loss?Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

I forgot to answer that, actually when I answered it I thought the OP was getting finance for the car as well, so would have been entitled to a cooling off period afterwards, looking at google at a few links its now 14 days I beleive.

So you mean that your 7 day " cooling off " period didn't exist.
Even if it did, there is still this;
From your own link;
Be very careful if you cancel your agreement after you have signed it under the 14 day rule, you may still be responsible for the cost of the car.0
