I am really unsure which answer it is, as on the BB website it says that you need a Data Service Plan from your carrier, so to me that would mean the last answer - It depends on your carrier ????
However, I could be wrong, please read and make your own mind up

Sending a BBM is free. You can only send them if you have the bolt on/add on on your contract which you pay for. You cant pay to send a bbm.0
