            if she is drinking should she be looking after chidlren. never leave your bag unattended.
 Social Services would have to answer that question it's not for me to decide and they are involved with the family.
 As for my bag, it is a lesson I have learned. Although how I am going to manage a 3yo, bags etc and a handbag without having to leave one of them unattended at some point if I need to do more than one trip I don't know.0

            Keep detailed notes of all the incidents.If you need to involve the police or landlord you need as much proof as possible.In regards to breaking privacy laws do you think this woman is capable of prosecuting you.

            The handbag is the easiest thing to solve: you get one with a strap which you can put over your shoulder and across your body, and keep it on you while you go up and down stairs.Signature removed for peace of mind0

 At present I'm not using a handbag... if it doesn't fit in a pocket then I don't have it... but eventually I'm sure I'll succumb to another one. 0 0

 Could you have a friend try to deliver a package to your home address with a clipboard for signature etc which the neighbour could then sign for.  That's actually a good idea. I'd be tempted to put in the box a letter saying that you know it's her and now have proof and that unless everything that she has stolen is returned immediately that there will be consequences.0

 This could work. Years ago, older relatives of mine rented a couple of upstairs rooms in someone else's house. They had the use of a big cupboard on the landing and knew that when they were out the wife went through their stuff. They stopped it by putting a big notice inside saying something like - only nosy parkers get to read this notice - quite polite because they didn't want to get thrown out but it still worked.0
