    Buy some post-it notes and label them 1 - 20 with "special instructions" and then stick them all around your naked body! He must go to each post-it note though in strict numerical order!

    If he's into wildlife and such like you can buy a tree that will be planted by the Woodlands trust. (Think this cost me approx £10.)

    Good luck as I know that men are very difficult to buy for esp. those that keep buying stuff when they know their birthday/xmas is just days away.

    You could promise to be his 'slave' (within reason) for the day. Make him breakfast in bed, let him watch what he wants on tv, cook his favourite dinner, etc. You could combine it with the vouchers idea!
