Broken Hearted - perhaps write them an official complaint letter and send it by email and also recorded delivery to their head office?
If they fail to resolve the issue then maybe you can raise a complaint with the relevant ombudsman - is it OFTEL or OFCOM?
I appreciate that this however is not going to necessarily going to stop you getting cut off and might take a bit more time to untangle.

I was going to say get them to pay for your stress and convienience at having to sort it all out, the cost of all the telephone calls (which is quite a few by the sounds of it) and the loss of the service which you are still paying for.

No you dont need to speak to a particular OCE to resolve the issue, this just needs to be posted in the Customer Serivce and Billing section.
If you are having any problems with registration please use the Contact Us form as prompted and this will be picked up and addressed.
If the account is clear this is a relatively straight forward issue of just instructing the collections agency to cease contact by updating their account to reflect the cleared balance. We can however only do this once we have confirmed security and checked your account, which needs to be done via the forum.

not being funny, but why should someone have to register on a special forum to get a simple customer services issue sorted out? Why can't 'customer services' deal with it? What if people don't even know about this special forum??
I am glad I have avoided this company- I am always getting hassled by their reps in shopping centres etc. OK, they may be a bit cheaper, but the small saving is not worth my time IMHO.0
