One negative from a clearly difficult buyer would not put me off.
You can get warnings etc, etc, if you give buyers negative comments.

That neg will say more about her as a buyer than you as a seller. Nobody can be that unlucky to not receive that amount of items. Don't forget to block her from your bidders list.
I wonder how many non receipts someone has to have claimed back through RM before RM ask them to collect from the sorting office? I think that I read on here the other day that's what happens.
Maybe for those of us who only sell a few items we should check the feedback & in the case of this buyer who obviously likes stealing, pay extra for recorded delivery, just hope that it gets updated on the system in the case of non receipt.
I suppose for shoplifters & general thieves ebay is a godsend, no bus fares, or parking fees. Don't need to go out when it rains, can even do it while watching Jeremy Kyle.

I'd even have a go at reporting the buyer to ebay with that many negs left, thought they were bringing in some new rule about constantly leaving low stars for sellers? Anyway she must be leaving bad stars as well as the negs so i'd have a go at reporting this buyer anyway even if they don't do anything. You've got nothing to loose.0

Yes, I'd definitely report the buyer to ebay. Twenty-three negatives, all with "never received" does sound a wee bit fishy.0 -

You'd have thought Ebay or Paypal would have flagged her account as 'suspect' with all the INR cases she must have been filing. Surely they must notice she'd getting refunded A LOT of the time.0 -
Is she opening INR cases? Or just neg feedback OP said that she just left feedback without letting her know there was a problem. Unless someone reports to ebay they won't know under those circumstances.0

It would appear that she just leaves the negs without contact.
"Never received" is what she states and the sellers state that no contact was made to resolve.0 -
OP have you contacted ebay at all. Have you offered a refund? I would contact the other sellers she neg'd & see how they dealt with it, ignore it or refund? Unless she lives in a dodgy area with a communal post box, or she buys 100's of items a week she cannot have that many items go astray. Unless she asks for a refund I can't see what she has to gain.
