    its a PDA or pocket pc, I dont think that one is a phone but you can get similar ones that have phones.
    I havent got a clue about these types of things but i'm sure somebody will

    Yes, plenty of phones have Touch Screens these days. Look along the 'Touch' column of this website for some examples.

    Here's a link to eBay with some Touch Screen phones available for sale. There are literally thousands. If you post your requirements/needs/wants and budget of the phone, I'm sure people can recommend you one.

    i've no experience with smart phones so i'm looking for the cheapest payg smart phone so i can ply around until i get used to it then may be upgrade later on

    i had a samsung E1100 which is £3.95 payg phone from carphonewarehouse which had this feature and i know other cheap samsung phones can block calls.

    try SETTINGS - APPLICATION - CALLS or something similar on the E1100. i could block specific numbers, unknown numbers or prefixes ie 0870
