laptop has stopped installing new files

aliEnRIK sorry about the terminology, it appears I can download a file but can't install it. I have vista & after I have downloaded a file I then get a pop up window with the options "run" or "dont run" (i thought this was the same for all pcs so had just figured everyone would know what I meant by that oops), so I select run but nothing happens, I've tried searching for it as u.suggested but its not in the list of programs & not on the desktop either.
When I said cleaned up I had been tinkering around in the programs & features folder & had got rid of a few things I didn't recognise (or thought I didnt). Laz what uve suggested has happened seems to fit the bill, I've got rid of something I shouldn't have. System File Checker sounds just what I need to do so ill give that a go & see what happens.
Thanks for all the advice so far folks, phew thought I was not bad at the techy stuff still I started having problems, thank goodness these forums exist lol0 -
Select SAVE when you get the option
The downloaded file will be found in your DOWNLOADS folder

aliEnRIK, i've looked on the downloads folder previously but there's no recent files there.
Laz, i just did a system file checker and got a message saying Windows Resource Protection found corrupt files but was unable to fix some of them, then says "details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log
So i've looked in the CBS folder and there is a Text document also called CBS that's been modified today but when i clicked on it i get a messge saying "Access Denied", that's it, no option for user authority to open the document, just denied.
Does this mean anything to you?0 -

As administrator try to take ownership of this file or folder.

hi folks just tried taking ownership of the file as suggested above but still getting access denied message. Also tried restoring the pc but the earliest point i can restore to is 4 days ago can anyone tell me if i can restore to a point prior to this, say around a month ago as everything was fine then? When i try to create a restore point i only have the option of putting in a description not a date.0

Laz no haven't tried that yet think I was confusing repair with restore so ill give that a go today thanks0
