Where does the OP say it's insured and has an MOT? She just said it's tax exempt (I assume because it's old).
Even if tax exempt, it still need to display a valid tax disc, as already stated. In order to get a valid tax disc, it has to have both MOT and insurance in place at the time.0 -

IF there is a valid task disc in place, then there would have been a valid MOT at the time of its issue. IF that is the case, then maybe once a year, when the OP is at work or otherwise away from the property, the owner pops it down to his MOT test station.0 -
It should be evident by the tax disk when this would be and the OP can book a day's leave from work and, while the car is out of the space, park her own vehicle there.

We have already been over this. There is a subtle, but important, difference between non-use and abandonment. All that will happen is that the neighbour will inform the council that it hasn't been abandoned. Then we just hope he isn't too p'd off or that he has a friend with a 40 foot artic!0 -

No more conjecture than any other post has been. Which is why we use words like "If"..... As if "If" the car has a current tax disc... or "I actually think however, that the car isn't insured or MOT'd" ...etc.0 -

The thing is (also) if the vehicle is causing prospective viewers of the OP's property to not want to buy, it must be an eyesore.. A classic car that's taxed and MOT'd and under a tarpaulin or roadworthy wouldn't put people off because they wouldn't know it wasn't regularly used. To be bad enough to put people off, it must look rooted to the spot.
I'd bet next week's wages on the fact that it's not road legal.
