Are you sure that the fact that his, apparently, fully road legal car is parked near your house is really putting the buyers off?

Ask him nicely even bribe him crate of beer for a few weeks of not parking, although doesn't stop someone else parking there in its place. Other than that nothing you can do its is legally parked0

If its not moved for 5 years then its not been for an MOT and would probably fail if it did.

If it's got a tax disk, then it must have had a valid MOT when that was issued. Pushing the matgins to the limit, that would have been within the last 2 years. There's a subtle, but important, difference between non use and abandonment.0 -
