Residential Parking Question

We are currently selling our home and have had an offer on the property, however because our neighbour has his old vehicle (tax exempted parked out side our house and wont move it we have now lost our buyers. This issue is coming up with every viewer and preventing our house from selling.
The car has been there since before we moved in nearly 5 years ago and has not moved since! Although the vehicle is not required to be taxed by law it is stored in residential parking. Surely there is a difference between parking a vehicle and storing it?
Please advise if there is anything we can do to get this vehicle moved.

Unfortunately, if it is on the public highway, and insured, and isn't causing an obstruction,there's not a lot you can do. You can check the deeds to the house to see what they say, or inquire about it at the council. Other than this, there isn't much you can do.The quickest way to become a millionaire is start off as a billionaire and go into the airline business.

If it's insured and taxed (or doesn't need tax) then I doubt there is anything you can do if it's parked legally.
Other than pay someone to steal it...

Although tax exempt, it still needs to display a valid tax disc, it also has to be insured and MOT'd. If he complied with that lot, he can park wherever the restrictions in place allow.0

Have you explained the situation to him and tried asking nicely if he could move it when you have viewings?0

I think you'll find that most vehicles that do not need to pay tax do still need a tax disc, albeit at no cost.
This is so that an opportunity occurs to check it it has MOT and insurance before the disc is issued.0 -
Report it to the council as an abandoned vehicle. They (well, ours would, so yours should) will come round and put stickers on it basically saying 'abandoned vehicle, move it within 14 days or we will do it for you'.0

And then the owner just phones the Council and your back to square one, but with a plssed off neighbour.0

What sort of residents parking do you have and who administers it do you have numbered bays and has he parked in yours?0

I don't think it works like that. If its been there for 5 years on the public road without moving then it surely counts as abandoned. He wouldn't be able to just call the council and say 'it's mine.' He would have to move it, albeit only across the road or something.
He's kept the tax, insurance and MOT up to date and says he hasn't abandoned it, so what makes you think it's abandoned? More importantly, what makes the Council think it's abandoned?0
