I just googled Watchdog and it brought up the site where you can register a story.
Let's all do it - then they might investigate.0 -

Hi. Further to An1179's post about the response from the Express indicating 'many people' had received vouchers, I've sent them an e-mail asking for details of how many vouchers were sent out and the distribution by town or county. I've asked for this information under the Freedom of Information Act and they have 40 days to respond. I'll post any response here. If nothing else, it will cause them a bit of inconvenience. I used to have to deal with these requests in a previous job and it can be a nightmare getting the information together and out by the deadline. Judging by the way they've handled this though, I'm not holding my breath that they'll comply ...0

If all else fails it looks like we can complain to the Advertising Standards Authority:

Strictly speaking it wasn't really an Ad - it was more an Advertorial (ie somewhere between Editorial and Advertising. We might all be better of complaining to the:

I'm sure it's the Advertising Standards Authority as they say "We regulate sales promotions, such as special offers, prize draws and competitions wherever they appear" (see bottom of list):

There are a couple of interesting articles below over a previous offer that the ASA upheld complaints (relating to the Daily Express):
