 Yes that sounds about right - the chaos means they don't have to deal with issues, they can put them off. Also as tenmah says, it can just be lazyness. (Me)
 Right I have a couple of covering letters to do and then I'd better finish the report I've been putting off and putting off because I don't think its going to be very indepth or very good!!!!!
