    i can pretty much confirm they are just debt collectors.
    i get them on my duty all the time for the usual suspects who get all the debt letters.
    very often they are just sent out as a last gasp stab at catching people as they are often people who have long gone

    i would say they are debt collectors i get slips like this through the door occasionally, i am still getting letters for people who lived at the address over four years ago, when the house was a rental property, often from collection agencies. i have spoken on the phone to the agencies and explained that the person no longer lives here on several occasions and be promised they would change the details on their database but the letters kept coming.. these slips always arrive a few days after i return the letters not known at this address. some take the form that they tried to deliver somthing but no one was in and they would like to rearrange delivery, yeah right if they tried to deliver a parcel they would leave a note not post it and they would have a name for reference not 'the occupier'. when i moved in it used to worry me but not now.
    just dont ring them!
