Does he not have a birth certificate? As neither a driving license or passport is compulsory in this country, it would seem unfair to not allow him because of that. Perhaps the application process would take longer, understandable if they needed extra checks, but you'd think there'd be some way around it! You learn something every day!!

He could try asking at a bank for a basic bank account, don't quote me on it but they may accept something from the electoral roll and payslips or something like that. If he is in receipt of benefits, he can apply for one of the post office bank accounts? If he pays tax, he must have tax returns somewhere?

Otherwise, try asking at the current acounts board.
  • how the hell you get 1200 points in a COUPLE OF DAYS ????????????? please tell me :)

Can't he join with his birth cert and a letter of referral from another customer (a relative would be fine)? Maybe they've tightened things up, but this worked well for my cousin when he was staying with us for a few weeks, and hadn't brought his passport with him (that was for a basic LloydsTSB acc., I think)!

Hes gone for the basic one that everyone told him they throw at you at natwest - no joy!
he is on benefits and has a post office account, but you cant pay anything in on those, which is a pain.
He'll just see what pigsback suggests then go from there.
    cheers
