    Can you please clarify where you got the address from, was it the address that shows when you log into paypal and where it says 'OK to send'?

    If so put the tracking details into paypal immediately and keep a screen grab of the RM trackign site showing item was an attempted delivery or a refusal (or whatever it shows). As long as you used the paypal address and it shows an attempt at delivery was made it is unlikely that the buyer can do a chargeback.

    If however you did not use the paypal address, or if it doesn't show you were eligible for seller protection or if RM tracking doesn't show an attempt at delivery was made then the buyer will almost certainly get a refund from you.

    Ebay not paypal?

    In that case log into paypal and see if the address shown in there is the same. You only get seller protection if you use the paypal address, many ebay addresses are wrong as people don't bother to change them.

    about half way down it says that you should sent to the paypal address if they differ.
    All that should be set up so that if one changes the other does.
    Another good one for scammers.

    The buyer has conflicting addresses between eBay and PayPal. Which one do I use?
    If buyer paid with PayPal, the seller should use the address in the PayPal transaction details page. (This is also a requirement to qualify for PayPal Seller Protection).

    How long ago did you post it?
    Just a really quick thought, do you have the paypal email to say that it was paid, if so make sure the address is the same as the one now showing on paypal, just in case she's changed the address since paying.

    I still think your best bet is to try and get them replaced by the organisers.
