Always best to check. You really shouldn't have assumed it was a vegetarian dish, but we all make mistakes.
What happens when a vegetarian eats meat by accident? Stomach pump or something?

I'd assume stuffed peppers had meat in them, as whenever I have had them, they have either had beef or lamb mince in them.0

I'm a fully fledged carnivore but have never made stuffed peppers with anything other than rice and veggies. The thought never occurred to me that someone would put meat in there. As they may argue that you didn't ask, it might be worth politely asking for your money back as you couldn't eat the meal. But don't go in guns blazing.0

I guess all our experiences are different... I spent a lot of time travelling round Greece when I was vegan, and had a daily diet of stuffed pepper, stuffed vine leaves, stuffed tomatoes, stuffed aubergine: they were all stuffed with a white rice in vinegar and lemon dressing.
Because my family regularly serve stuffed peppers and stuffed mushrooms, none of which have ever contained a meat or substitute, my experience was that the dish is a safe one. It turns out I'm wrong - but I can't be the only one!
Vegetarianism is so darn common in this country in modern times that I don't think to especially point it out. When I was vegan, I had to try a lot harder... now it just seems obvious.

I'm a veggie and would have checked - have come across stuffed peppers with and without meat, and I'm not sure I would expect anywhere to label every single item based on whether it contained meat or not.
I wouldn't expect a refund and I wouldn't even mention it - it's not their fault and I can't imagine it's even a particularly common occurrence.0 -
Just to clarify - I don't expect any labels. I don't expect people to point out meaty dishes and I don't expect them to mark veggie dishes - we could get to the point were every ingredient has to be listed upfront. So I'm not complaining about their clarity.
I'm genuinely surprised (surprised, not complainy!) that someone would put expensive and popular meat into a dish, but not mention it. I'd have thought they'd sell a lot more "peppers stuffed with beef" at £4 than "peppers stuffed with rice" at £4.
