Oven won't get hot - help please

    Could be either and without testing it's difficult to say. You could take a chance and order a new element if it's cheap and try replacing it.

    If you have access to a multimeter, you could check the resistance of the element disconnected from the oven. The rating of the oven in kW and use of Ohm's law should give you a rough idea of what the resistance of the element should be.
