A Turbo sim won't get you past a blacklist.

mrcamp has it spot on above. Every time you use the phone the network requests the IMEI, it checks it against the blacklist and if it finds it there refuses access.
There's no way round it (apart from changing the IMEI and that's A: very illegal, and B: with most handsets you need special hardware).

Same with a lock out, you need to get the phone unlocked.

All a Turbo sim does is fool the phone into thinking it's got the right sim it in if the phone's sim locked to a network.
