So the scenario then would be that in order to stop the NPB the buyer would have to get the cheque back through the bank (which is entirely possible of course) to show the name of the payee. Ebay would then have to employ thousands of people (remember there are 6 million registered users in the UK alone) to double check that the payee of the cheque matches that of the seller. Assuming it does and the seller disputes that he is the same John Smith or whatever named on the cheque, ebay would then have to have the UK laws on data protection changed to allow them to employ several thousand more people to double check the account details of the payee against the person registered on ebay.
I could go on but personally I can't see any such scheme being workable.
Wouldn't it be simpler for people to look after themselves more and be careful who they trust? Using paypal negates the need to double check bank details, so if ebay banned anything other than paypal they could solve all the cheque/bank transfer scams immediately. They could possibly then concentrate their man power on making paypal safer. Making paypal the only payment on ebay would go donw like a lead balloon, so to keep the non paypal users happy they have to accept other forms of payment whilst warning buyers of the problems associated with them.

Just thought of of something else...for the first year or so I sold on ebay my registered name with ebay was not the same as my cheque account. I took very few cheques as I always used paypal and would just send an end of auction email telling them of the correct payee. Obviously I corrected that as soon as I started selling lots, but for a while the potential to scam was enormous as any cheques paid to me would never have matched my ebay account.
