You could always sell some as job lots, say 25 CD's for 24.99 start price, then if you said something like "mixed lot ideal for car boot sale" somewhere in your sales description, you would still get a minimum of 99p per disc like you want to when you sell them individually and if you do a mixed lot of various styles of music you could make them even more attractive to other sellers.
Also try comparing the prices of your CD's with Ebay and Amazon, you may find that some discs are worth more than 99p so you could go a bit higher in price and offset some of the Ebay fees on the job lots.
Of course you could also sign up to Amazon and maybe Play.com and put some of your discs on there. Advantage is no upfront fees you only pay when you sell and no PayPal as Amazon / Play use their own payments systems. Only problem is there is a minimum withdrawal system on play that I don't find very helpful.

I have just been told to change my account to a busines seller and I am just genuinely clearing out before a house move. The past few times I have listed I have sold very little so just relisted them, it only took a few minutes. They are obviously not looking at content but just quanity.
What do I need to set up a new account. Do I need to use a different credit card etc.0 -

No it is easier than that. You just change your existing account to a business one. Look in your account details and the change can be made there. That applies across all accounts too, so you'll only be able to have 100 in total. If you had 100 accounts that's one each.This is my opinion. I don't want to change to a business account due to the tax etc. I genuinely am only selling my own stuff. I have just checked and I only sold 20 items in the last 2 months and a lot of them were 99p. I don't think that makes a great business. I also tend to only list on free days and you don't get them as a business. The last time I paid for listings I only sold about 1 in 8 and recent listings have been 1 in 11 so not really worth my while.0 -

I know some sellers sell personal items on a business account, as long as you can identify them and separate them from your business sales (if you have any) then there wouldn't be a problem..0 -

If your selling ratio is that low. Your either trying to sell items that wont or aren't worth selling or there is something wrong with your listings. So its worth re looking at what you are doing. Also peoples sales always go down (and prices) on free listing times as so much rubbish and Tatt is listed the Market is flooded so no one can see the good stuff0
