Technically, it is unlimited because you do not get charged more if you go over the limit. You can carry on using the internet but you will get a warning text, and your internet will go down to a snail's pace for the rest of the month, just allowing you basics like email etc.0

Unless you're talking about a business tariff (and I assume you're not) the £25 should include VAT. What you will need to take into consideration with regard to VAT is that your tariff will go up by 50p in January to cover the rise announced in the "emergency" budget.
