some insurance companies do not consider Turkiesh cities outside the European part as Europien (I mean cities that geografically in Asia), so it is depends where are you going. Check this out with you insurace company.
When you buy travel insurance it covers countries, not individual cities.
Do you actually know any companies that only insure you in certain cities in Turkey?0 -

Don't know for travel insurance purposes, but your Turkish guide was quite correct. The Bosphorus is the dividing line between Asia & Europe. (Don't get me started on how the EU can even for a minute consider giving entry to Turkey - other than the fact it's strategically useful for accessing Syria, Iran, Iraq, Afghanistan, of course. But that still doesn't make it in Europe.)
Cyprus is geographically in Asia but an EU member so there's precedent.Change is inevitable, except from a vending machine.0 -

Area 2: Europe, including countries bordering the Mediterranean Sea (except Algeria, Israel, Jordan, Lebanon and Libya)**
Area 3: Worldwide, excluding USA, the Caribbean*** and Canada
Area 4: Australia and New Zealand only
Area 5: Worldwide, including USA, the Caribbean*** and Canada
