I don't think it's an ad board it looks like it has something inside to keep safe hence the padlocks.
I at first thought it might be a traffic census box but there are no wires at all.
As for a sort of environmental device the are no holes,vents etc., to sense anything.0 -

It's deffo not a speed camera though that's for sure.
The only devilish devices I know are the ones embedded in the roadside which you can't see.

TSS System
The Autovision 3 (AV3) or Speedmaster DS3, manufactured by Traffic Safety Systems Ltd. This system uses less visible physical infrastructure than a Gatso, Truvelo or SPECS system, the speed detection equipment relies on three piezo sensors installed in the road surface and then terminated to a vandal-protected heavy duty roadside post. The camera teams then visit such sites frequently but on an unpredictable and random pattern.
A camera is plugged into the roadside sensor set-up to allow offenders to be recorded. Speed camera signing reinforces such sites. This system is generally best for tackling longer lengths of road.

No there are no traffic lights there - they are on an A road just before and after a juction to a B road and as I said before just after a camera.
One other thing at this location approx.1/4 mile poss. less before the camera there is a box on a pole approx. 3 foot high box is about 2 foot square with one side painted yellow (same as camera) I thought this might be the power supply to the camera - what do you think?0 -

As another hi-vis anorak I would also be interested to know if you find anything out!
My only thought was some form of data logger, but lack of cables is confusing, unless there's a wireless transmission of some kind. Don't know whether it would be related to the camera or an induction loop in the carriageway.

mmm very strange, will keep my eye out for those on my way to work.
Another thing I read last week in my auto express was about the squares of tar you see on the road about 2m x 2m.
These house road loops that will be used by the government to track car journies in the future.
They have the ability to read electronic trackers in numberplates or however they implement the future solution for road charging.
Been keeping my eye out for these and they have one at the traffic lights in our village.
The route its on would be the ideal way to avoid an expensive dual carrigeway route if road pricing does start.

Erm, this is not there use as far as I was aware ...
They are printed on the road so that police helicopters can monitor the speed of traffic. The squares are printed a mile apart from each other.0
