The water level will only drop if there's somewhere for it to drop to. You've 'turned the water off' so it's not flowing toward the tap from the cold water tank. That also means it can't flow back to the tank, either. However the tank is usually above the tap, so it will only flow one way, in the direction that gravity takes it.
Unless there's a leak in the pipe between the stop valve that you turned off and the tap you are disassembling, the water will just sit in the pipe, as there's nowhere for it to go to.0 -

i only have a vaillant combi boiler, not water tank in the loft at all.

This is another case of the installer forgetting that what the bath panel is for, ie to provide access under the bath. Why they continue to do installations in this way is a mystery to me. My theory is, that usually the installer will never have to do any work on that particular item again, so does not give a hoot about any access problems that might arise as a result of their actions. When, like me you are installing for your own use, you make sure that you provide proper access and isolation. Because you are going to be the maintainer as well as the installer.I can afford anything that I want.

Just tested the water tap again and the water is running from the tap head (that you turn) trickling on to the bath surface, so I should really leave the bottom part of the tap on and just replace the valves and heads on all taps.
