M25 speed cameras: Junction 14?

    As the energy of a moving body is proportional to the square of its speed, it follows that, with other things being equal - which they never are; drive twice as fast and you are 4 times more dangerous. You also require four times the road space.

    So by putting in speed limits the government can get more cars down a given length of road in a given time (as well as saving a significant amount of emissions & money for a bankrupt country.)

    However there is a snail effect, because if all the cars were stationery, they can be really close together but are not going anywhere.
    Ah here we are back on the M25.
    There is a simple solution to all this - install number plate recognition cameras as well and send a serious amount of congestion charge to all vehicles failing to achieve an average speed of 15 MPH between its turn-on junction and the next but one junction. Motorists causing the congestion and wanting to avoid the charge could turn off at the next junction.
    [Obviously there would have to be something to penalise motorists doing the trick of driving up one slip road, round the roundabout and straight down the next slip road back onto the M25 - Of course I have never done anything like what when approaching the Dartford crossing from either direction;)].
