    not good :(

    sanded down...tons of dust!...wiped the walls down after with water...and the cracks came back!!

    looks like I will have to sand down to the plaster

    I have had this problem before and painted the walls with a dilute PVA wash (around 1 part PVA to 5 water).

    Let it dry then emulsion as normal.

    Not saying it's the textbook solution, but it does work.
