Can't Browse Internet Even Though Connection OK!

Hi,
My Brother has got windows XP and he connects to the internet via a USB stick on his PC to a Router, which belongs to another family member who has a wireless laptop. The router is a Netgear one for sky.
My Brother has been able to connect and browse the internet fine with his USB stick. Recently, he turned PC on as usual to browse the internet but he couldn't go online.
I have looked at it and the connection is fine and you can clearly see on his PC that the connection is ok and the signal strength is good.
He has Kaspersky Internet 2010 on his PC and I thought may be that could be blocking his internet connection/browsing capability. I both Disabled and later Removed Kaspersky from his PC (risky I know), but the same problem remains.
Same messages are displayed on Mozilla Firefox (Server not found) Internet Explorer (I Explorer cannot display web page)
I have ran scans with Kaspersky (when it was installed) and SuperAntiSpyware to see if there were any viruses that may be causing this, they identified nothing.
I reinstalled the USB Netgear Software for the router connection as well, but no difference.........PC still shows that connection is fine but he is unable to go online and connect to the internet.
I tried using the same USB stick on a different PC in a room above my brother's (Wireless Router is on the same floor as his room just outside) and it connected to the internet fine........so the USB stick is fine as is the connection, the issue clearly is with his PC.
A friend of mine who knows about computers but is more of a hardware specialist took a look at it without being able to fix the problem, he says that it may be a software issue and he would probably just reinstall Windows XP.
I'm sure there are people on here who are familiar with this and the solution is probably a simple one?
Please advice.

1st thing id try is uninstall the software
Download CCLEANER (on another pc obviously)
http://www.piriform.com/ccleaner/download/slim
Run the CLEANER scan (UNTICK 'cookies')
Then run the REGISTRY scan (Backup the registry when it asks)
reboot
Download GLARY UTILITIES
http://www.glaryutilities.com/download/gusetup_slim.exe
Run the ONE CLICK scan
Goto MODULES / SYSTEM TOOLS / WINDOWS STANDARD TOOLS / then run SYSTEM FILE CHECKER

Providing you have not changed too many [ in desperation ] settings, re-rack it, plug it into a different USB port.

When you say "reinstall the software" do you mean I should remove something I already have installed on XP and reinstall it again?

I uninstalled and then reinstalled the software for USB connection to Router in the order you said. I used the other 2 programs and the vulnerabilities/problems they identified I opted for them to "fix" it.........hope that was correct.
I followed the rest of your instructions........but I'm afraid the same problem is there.
I also tried plugging the USB into different ports as suggested by Richie, but no joy.
Anymore ideas?

Goto device manager and uninstall the USB DRIVERS
Rebooting will auto re enable them (Fixes a lot of usb problems this one):idea:0 -

Just an update before I try the above.......when I typed in the IP address for Google: http://66.102.9.105
the Google page loaded up! Any ideas with this in mind?

sounds like a DNS problem to me.
are the DNS servers configured correctly?

if you need addresses for DNS servers, try the opendns servers @ 208.67.222.222 and 208.67.220.2200 -

To shed a bit more light, in Control Panel, Network and Internet Connections section, it is already set as: Obtain DNS server address automatically
Taking the above and all the other information into account can someone please guide me clearly, in a basic step by step manner because I'm pretty clueless about all this and getting more and more confused!

So you have relevant info and know what I have done:
When I went to command promt and typed in ipconfig/all relevant info that came up before I made any changes:
IP Address: 192.168.**
subnet mask: 255.255.255.0
Default Gateway: 192.168.0.1
DHCP server: 192.168.0.1
DNS servers: 192.168.0.1
When I typed nslookup in Command mode, it said the following:
Can't find server name for IP Address 192.168.**: Non existent domain
**Default servers are not available
Default server unknown
I went into control Panel,Network Connections,Right Clicked Lan or High-speed Internet,Properties, Highlighted Internet Protocol (TCP/IP), Properties
and added the following:
I checked the box for Use The Following IP Address (changing it from Obtain IP Address Automatically):
Ip Address: 192.168.**
Subnet Mask: 255.255.255.0
Default Gateway: 192.168.0.1
Use The Following DNS Server Addresses:
Preferred DNS Server: 208.67.222.222
Alternate DNS Server: 208.67.220.220
Made no difference though, still cannot connect to the internet!0
