    He's not "informing" you.

What he has posted is what he's told Paypal, isn't it?

It always amazes me how much personal information people put on open forums. We have the OPs workplace, ebay ID, Area he lives in. Go onto ebay and you can now find the town he lives in. If someone doesn't like policemen its not going to be very difficult to find where this one lives.

I would recomend the OP remove such traceable details

This is a scam you hear about alot (especially to regulars on this board).

However, it's not really fair to have a go at the OP - he's obviously very angry and frustrated (as anyone would be in this position).

The fault lies with Ebay/Paypal because they don't make the potential scam explicit. I know its in the T&Cs but how hard would it be for a warning box to pop up when you select 'collect in person' for your listing? They have similar warnings for ticket listings. Also, you're not required to accept Paypal on Motors listings so why not the same on 'collection only' listings?

I just think Ebay could do more to prevent this happening.

I always collect in person if I can, and always pay cash if I can.
I don't think you understand - there is no danger to you as a Buyer in doing this (it's something I do quite often as a Buyer - I get to check the condition of the item before handing over my money).

The danger is to the Seller if they allow Collection In Person and accept payment by PayPal.

You saved £15, and it cost you nearly £200. Maybe you'll read about Paypal's buyer protection before taking it to court (good luck with that, by the way. Civil matter, not legal one).

The case would be dealt with under civil law (private law) rather than criminal law, nevertheless it is very much a legal matter.

I was the victim of a Scam yesterday and paypal took about 2hrs to carry out an investigation that should take at least 10-20hrs! Guess what? Not in my favour.

Here are the details, I sent this to paypal. I

    Ebay Sale.

Squantoreal (me) Sold Item to Mattys18. Mattys18 paid via paypal then arranged a collection in person as per listing. Paypal Transaction 4x83859ME93852505.

Buyer turned up to collect, and provided ID the same as that off the paypal account holder. Goods where given over and signed for. When individual left property, transaction reversed and property stolen.

Matter reported to Hertfordshire Police, awaiting their response.

I have been the victim of a Scam/fraud.

within the current dispute, I cannot resolve the issue. I do not intend to pay the money back into my paypal account.

I am VERY concerned about an obvious flaw within paypals system.

Should you not be able to recover the costs from buyer, I do not intend to pay them. Please be aware that I am a victim in this case.

I also must inform you that I am a Sergeant in the Metropolitan Police London. The reason that I am obliged to tell you this is if this issue develops into a civil dispute, I am legally obliged to inform you of this.

I managed to withdraw the money to my account prior to ebay freezing or reversing the funds from my account. The paypal account is not £-192.

I simply will not pay this back to them. This matter must, if they want the money, go to court and be heard by a judge.

Sadly it's a pretty common scan on ebay. Paypal don't care if you lose cash. As far as they're concerned you can't prove the item was posted an that's what they want. You could get the queen herself to sign when picking up an item and it wont mean jack to paypal.

Although, if you're a police officer I'm very surprised you fell for this. And fail to see why you'd need to contact Hertfordshire Police, surely you could sort it yourself, as I'm sure you're perfectly aware of the correct procedures when items are stolen from someone. I also wonder why, when you must be aware of how the law works, you'd feel the need to post on a random internet forum seeking advice. Shoudln't that be the other way around? People who have falledn for this scam should be coming to you.

Being an officer of the law

    Ask ebay for contact details.
    Put uniform on.
Go and visit buyer and ask for recompense.

If no solution, batter them with your stick as you are trained to do.

    Or
if amicable solution is reached, still batter them with your stick as you are trained to do.

    Or
If it is a teenager terrorising the neighbourgood, give them a good talking to and walk away.

    Or
If it is more than one teenager terrorising the neighbourgood, pretend you have the wrong address.

Not a paypal scam but a variation on one of the most common sleight of hand scams going, and caused by a total misunderstanding of the paypal requirements.

One sure way of not paying the money back or getting debt collectors on your @ss would be to change the home address on your paypal to the muppet who scammed you and change all you paypal email to a disposable one.

My friend did a similar thing when he got conned and paypal helped themselves to all his money. Bear in mind your credit rating may be affected but in the case of my friend he really did not care.
