    Philadelphus is the plant usually called Mock Orange, and as far as I can see in Hilliers Trees and Shrubs, all varieties are deciduous.

    Choisya Ternata, Mexican Mock Orange is evergreen, and the foliage is aromatic, and it often flowers twice a year.

    Could possibly be Griselina - has insignificant flowers and is used for hedging, particularly good in coastal areas.
