Since I have never tested this scenario, I will not force my interpretation on anybody.
As the tariff description stands, I cannot contest it if EON chooses to charge Tier 1 rate for the "first 2680 kWh" used in a one year cycle.
Since I use a lot more than that, and I am always paying the full standing charge, it will half my calculations when I compare tariffs if I can ignore Tier 1.
As for the people who are getting to pay less because Tier 1 does not carry over into the next quarter, I'm glad it's working out for you: monastic life must be very rewarding spiritually.:p0 -

Just to clarify E.ON's policy on two tier charging; Cardew is right, we charge pro rate per day for tier one units.
The yearly tier one threshold is divided by 365 days, and then multiplied by the number of days in the billing period.
For example, if the tier one threshold is 900 kWh per annum and the billing period is 80 days, the calculation will be as follows.
900/365 = 2.466
80 x 2.466 = 197 kWh
In this case, 197 kWh will be the number of units charged at the higher tier one price.
Hope this clarifies the issue with regard to E.ON. Give me a shout if anyone needs any more info as will be happy to help.
