Foreign govt bonds?

Can anyone suggest ways of putting S&S ISA money into foreign government bonds? It makes sense for me to invest in a basket of bonds, so are there any funds with low charges that do this? (I don't have much truck with high management charges or performance fees).

On the European side, ishares with low TERs and low spreads may be an option; but with the weak pound, have to bear in mind any future returns on investment could be offset by £/Euro exchange rates if sterling increases. Link below.
