    Grass Roots, a claims management firm that operates from the same offices as suspended Cartel Client Review, is being investigated by the Ministry of Justice.

    The ministry, which regulates claims management firms, has confirmed that it is investigating Grass Roots.
    A statement from the ministry said: “We can confirm that we are investigating Grass Roots. We are not able to comment further on specific issues under investigation as to do so could jeopardise the outcome of the investigation.”
    Cartel Client Review, is one of the biggest claims management companies, has had its authorisation suspended by the Ministry of Justice last week. The ministry has been investigating Cartel since February after complaints from customers that they were owed money.
    A statement from the ministry said: “This means that Cartel Client Review will no longer be able to carry out any claims management services. As with any suspended business, the Ministry of Justice will be monitoring the situation and considering next steps that may be appropriate.”
    The solicitor firm used by Cartel, Consumer Credit Litigation Solicitors which operates from the same office as Grass Roots and Cartel, has been closed down by the Solicitors Regulation Authority.

    MoJ shuts down Cartel for outstanding debts

    One of the biggest claims management companies, Cartel Client Review, has been shut down by the Ministry of Justice.


    The ministry has been investigating Cartel since February after complaints from customers that they were owed money.
    It means thousands of people who have paid fees of up to £495 in the hope of getting their debts written off have been left in limbo.
    A statement from the ministry said: “The MoJ regulates claims management companies by enforcing the Compensation Act 2006 and underlying legislation. Enforcement action is taken against businesses which fail to comply with the conduct rules.
    “Removing a business’s authorisation is a serious matter which can only be taken after careful consideration of all the evidence and the consequences for clients of such action.

    “MoJ has already confirmed publicly that we have been investigating Cartel. As a result of this investigation, we have suspended the authorisation of Cartel Client Review Ltd, with effect from 18 March 2010.”
    This means that Cartel will no longer be able to carry out any claims management services. The ministry said it will be monitoring the situation as with any suspended business and considering next steps that may be appropriate.
    But it warned that any Cartel agreement is a private contractual matter between the customer and the provider in which the ministry cannot intervene.
    Consumer Credit Litigation Solicitors provided legal services for clients of Cartel but were recently closed down by the Solicitors Regulation Authority.
    Cartel Client Review had specialised in attempting to get credit card and other debts written off by proving financial contracts are unenforceable or flawed.
    However last month, BBC Radio 4's Money Box claimed it had been contacted by customers who had paid thousands of pounds to have loans written off, or to get compensation on their mortgages, and were still waiting for an outcome.
    The Cartel website was shut down following the ministry's announcement.
    Carl Wright, chief executive of Cartel, said in a national newspaper that the money handed over by clients "is not available to be refunded back".
    He insisted the initial legal work had been done, and clients needed to find a solicitor to pursue the case.
    The closure follows the news last week that law firm, CCLS working for the claims handler was shut down by the SRA, which led to Cartel stopping taking new cases.

    Tony Lloyd (Manchester, Central) (Lab): May we have an early statement on the suspension by Justice Ministers of the Cartel claims handling company, which has milked about £20 million off the public and done very little work for it? It has refused to refund most of the money that it has taken. In particular, will the question about whether there should be an investigation into possible fraudulent activity by Carl Wright, the managing director, and his associates be part of that statement?
    Ms Harman: Any allegations of fraudulent activity will obviously be a matter for investigation by the police. However, it is important that the Ministry of Justice, in its scrutiny of claims handling, can ensure that we protect claimants from bogus claims-handling services and that we can also protect those against whom spurious claims are made.

    Seems people on the other site are saying that Carl Wright is on an extended holiday in Turkey. I wonder how true this is and if he will return or can he be made to return to face the music???

    Yes I noticed that, not sure if its true.

    I checked and there is an extradition treaty between the UK and Turkey which should help his return if legal proceedings commence.

    Hi Orc, I am fine thanks;)

    I thought we did not have an extradition treaty with parts of Turkey and that is why some hide out there. I don't think that Northern Cyprus does (unless they join the EU!!) (I am not 100% sure though??) and I think that there are a few brits that have absconded there living in luxury.

    ALso like you, no idea how true it is that CW is there but some are saying it on scam.

    MOJ should really give their verdict soon shouldn't they?

    Re extradtion, I am no expert and my statement was based solely on a google search which threw up parliamentary questions which confirmed we have an extradtion treaty with Turkey.

    I don't think we have a treaty with N Cyprus, but people have been returned from there previously for fraud etc. You are right, people have gone there hoping to escape.
