    True, I'm in London and my bins are in the front garden as there is no exit in my back garden, it's surrounded by other gardens.

    If they implemented it in London and people fly tip they'll have even more rats (I actually haven't seen any though lol, mice yes, rats no).

    We recycle as much as we can, and our non-recyclable bin is never quite full, when it's emptied every two weeks. So I think we do quite well. However, I'd like to be able to recycle more, but there are no facilities locally.

    If they DO decide to weigh our rubbish and charge us by weight, then I'll start leaving packaging at the supermarket, and burn the rest of the rubbish, where possible.

    On Thursday I watched a "neighbour" put 3 black binbags full of rubbish into other peoples bins,his bin was filled to bursting - 10 houses put their bins out in a carpark Thurs morning but they are not emptied until Thurs afternoon. So how are they going to prevent this happening - cctv maybe but thats going to work out expensive. They just don't seem to have thought it through!

    Putting rubbish in neighbour's bins is encouraged where we live at the moment.
    If your bin is too full you can put your rubbish in ours and vice versa.
    It stops the gardens having littler in them.
    If they start charging, what'll happen then?

    We don't have a lot, there are only the 2 of us, but for folks with kiddies it'll be a nightmare trying to sort it all out.
    I think it'll make the country filthy.

    Not everyione has a back garden to keep their bin in
    I foresee lots of bonfires in the back garden to claim any discount for not throwing rubbish in the bin, not to mention fly tipping.

    and what about flats? There are flats near here (blocks with 6/9 flats in) where they use chutes which drop to a skip - how would they share out the cost then?

    I have to put my bin out the evening before as we are first pick up on bin day and they sometimes get here around 7 am - fabulous opportunity for people to dump their rubbish in my half-empty bin under cover of darkness.

    Flats are usually not included in plans like this as they pay a service charge to have their bins emptied. I live in a block and we do not even get an recycling facilities.

    Another idea from councils who are about to get their dibs from the government cut dramatically and they are panicking about how to make ends meet whilst having the cap on the rates cut down to 3% as well. Glad I don't have to work this all out.
