What a ridiculous situation. My elderly parents had neither passports nor driving licenses, expired and thrown away. Solicitor accepted utility bills, council tax bills, bank statments. If the solicitor insists on visual proof of who she is, tell him to pay her a visit - it's not likely another 90 year old woman will be impersonating her.

House visit will only confirm proof of address. It will not confirm proof of identity.
When I moved to this house & had only an out of date passport as proof of ID, my solicitor finally agreed it would be acceptable seeing as there just wasn't time before completion to arrange for a new one. It wasn't as out of date as your nan's though, about 4yrs for mine.

Out of date passports are not acceptable. Anyone accepting those is taking on a significant risk of being fined or if the transaction turns out to be fraudulent, they can face imprisonment.

This month is a transitional month for money laundering requirements with us being able to use either the old method or the new method. Next month sees a move to a less rigid, more risk based process. Although I am fully up on which levels of identification are required for financial services products, I do not know what the requirements will be for house purchases. I would assume it is equivalent to lump sum investments as house purchase could be an easy target for money laundering.
