Is the ssid anything obvious netgear, linksys?
you could login to their router config screen, but that is probably going a bit too far, I'd be annoyed if my neighbours tried it.

I had the same problem and it drove me nuts - mainly due to the fact that I was unable to access the MSE Forums !
I did a quick test... I disconnected Broadband, and used one of the 0845 dialup numbers to test (0845 604 1528) - http://www.surfanytime.co.uk/ - Username : surf Password : surf
Sure enough it worked. Disconnected and reconnected Broadband again and it stopped working again. I now knew my PC was OK and it was my ISP.
Someone advised to change the DNS Server on the router, I changed the DNS Server entry to that of my old ISP, entering Zens DNS Server (https://www.zen.co.uk) - 212.23.6.100 - rebooted the Router and PC and I havent had a problem since.0 -
Do you know the url of the pages you can't get to?
did you try turning off the hardware firewall off briefly?

Are you unable to use their router with your ISP?

Here's a couple of things to try:
Disable DNS cache
virgin_isp_send_email_issue
I'd then upgrade the firmware.
If it's your ISP then I would suspect a transparent cache problem. However, your problem relates to a form submit (POST in http) rather than a request (GET in http) for which caches are designed.
Your ISP will probably want you to try someone else's router on your connection. However, if you regale them with everything you've done to attempt to solve it at your end then they may just be up for doing their own checks without making you exhaustively check everything.0
