I think they mean part worn tyres?

Difference is, they're part worn. Still legal but wont get as many miles out of them.

Some one else may correct me as I am not really the best with technical terms but I believe New tyres are unused and 2nd hand tyres have been previously used.

As to which to use i am a little clearer, new.
Far too important to take chances with unknowns.

2nd hand tyres will be absolutely fine on that car with that kinda use.

A decent quality, premium brand part worn will last longer than a brand new budget piece of crap that is made from carbon, rather than rubber.

Im afraid a blanket statement cannot be made for used tyres, too many variables too many unknowns in an unregulated business.

Can some one who knows about cars/tyres visit and inspect and make an informed choice? possibly.
Can the OP when taking his sig and post into consideration? probably not.

Local use still includes the possibility of an emergency stop/lane change at 50-60mph

Every tyre is made from Carbon Black & Rubber.
