Ah ha! I just read section b and learned something extra. If you are a licensee of other addresses as mentioned in my post above, (or are with someone who is) you can also use an externally powered TV receiver in cars, boats and touring caravans.

    (b) to install and use television receivers in any vehicle, vessel or caravan being used or occupied by the licensee or by a person normally living at one of the specified locations, being installation or use not covered by a licence described in Schedule 5, provided that a receiver may not be used in a caravan, other than a touring caravan, at the same time as a receiver is being used at the specified location at which the person using the receiver normally lives

'Hello dear, I'm at the caravan, I'm just about to switch Eastenders on could you turn your tv off please.':rotfl:

Just as with any other device, if you’re watching programmes as they’re being shown on TV on a phone or any other mobile device, you need to be covered by a licence. If you're covered by a valid licence at the address where you live, you'll be licensed to use any device powered solely by its own internal batteries outside the home too.

    from tv licensing website

Ok, to play devil's advocate, what happens if you don't own a home in the UK and are for example someone who is travelling on business but owns a home abroad?

I wonder if you ever get TVL inspectors checking mobile devices anyway which brings up the question why have a law relating to mobile devices which is effectively unenforcible as a mobile inspector would not have any powers to request your name as they only have the same rights as any other private citizen.

they do not stream on IPs from outside the UK so you wont get anything anyway

Windows Mobile phones have been doing this TERRIBLY for ages from past experience. Had my iPhone 12 months now and cannot believe how much better it is for the everyday user.

Windows Mobiles have been HSDPA or 3gs long before the Iphone went to 3gs and that made wathcing tv on a windows mobile possible ages ago.

Tv catchup had to do a bodging workaround to make up for the appalling lack of a flash media player on the overhyped Iphone.

TV catchups Iphone workaround App only allows 29 TV channels whilst the WM enabled phones with flash player gets the full 48 TV channel list and countless radio channels.

Why does Apple not do Flash Media.....Answer becuase it will destroy their business model of making money from consumers by selling them applications. Apple Stunts the technology of its Iphone for purposes of Making money.

Any website running with flash media will not load properly on an Iphone web browser, because Iphones can not handle flash media.

Iphones need special apps and workarounds. Even you tube has had to convert its videos to another format to run on an iphone.

I was talking about mobile viewing in the UK, such as on a train, but by someone who does not own a home in the UK and who would therefore not be covered under a home license.
