Having looked through the 2003 Licensing Act I can find no part where it makes reference to what ID is acceptable and what isn't...It must be accepted as a principle that the rifle cannot replace the speed of the horse, the magnetism of the charge and the terror of cold steel.

My local council sent my husband a form to fill out. He took it back to the council office and they wanted proof of his identity before they would deal with it. They sent him the form !!!!!!!. He had his bus pass that they issued with his photo on it. It works for the bus but not for the council.
Next time they want the council tax paying he is not going to pay it until they show him a passport. That's the council tax direct debit cancelled now so they will write more letters to him. He is going to write back and ask them to prove that it is the council writing to him. Just because he gets a letter with a logo on it saying it is from the council does not prove it is from the council.

Stand in a Supermarket, look at the 40 checkouts with queues of 10 or more people, think how many times this is happening in a single city, times it by the amount of supermarkets up and down the land! It might not be 1 in 100,000 but it isn't going to be far off is it!!!

Doesn't make any difference. Products containing alcohol whether cooked or not will have prompts at the till to check ID.
The point is if you get checked for ID (even if infrequently) surely it's easier to know of the possibility rather than having to throw your toys out of your pram everytime you get asked for ID!
I do not go shopping with my passport when buying a shandy or a steak n ale pie, I would not expect to, because of "common sense". It would be like demanding I.D. for buying candy or chocolate shaped cigarettes.
The possibility of someone being stupid enough NOT to know the difference when using their discretion, even if the till incorrectly pings I.D. Would have to be so remote,
it would be far easier for me, rather than throw my toys out of the pram for being so stupidly asked, to instead, throw my shopping out of the trolley and shop elsewhere - rather than take the risk of losing my passport when buying such obvious non alcoholic products, just in case someone does not know the difference between a bottle of Vodka and a bottle of sauce.
Its no wonder they did not know the difference between a relevant photographic and LEGAL I.D.or some laminated cardboard cut out with fancy font and a picture wedged in it.:A:dance:1+1+1=1:dance::A

The links you've provided are not to the Licensing Act, they're to two "initiatives" which, as I've said, are not legal requirements.
You have stated that ID is required under the 2003 Licensing Act - so it's not unreasonable to suggest that you should provide some sort of evidence to back it up.

voiceofreason - If you look closely every single authority in the country have their Trading Standards working of the same rules, ie Passport, driving license or PASS logo ID.
