I don't know if it's true, and couldn't find anything on it in here but I came across this snippet:
If you have an O2 contract, you can cancel now penalty free.
Write to the Disconnections Department, explaining that that because O2 has changed your terms and conditions by now charging for ringing 07744 & 07755 numbers, you've been disadvantaged under clause 8.4 c of your terms.
At the moment O2 let you ring 07744 & 07755 numbers out of your free minutes, but from the 1st July they will charge you 25p a minute.
I suspect they'll check that you've been ringing such numbers…. but it may work.

Its now the 12th of July so the charging has started, and their is a very long thread here,which covers this amongst over things.
