If it's been parked with deflated tyres for a while (so obviously not being moved if the tyres are down), ring the local council and report it as possibly abandoned.
Also the local police may be willing to send a PCSO round if it's got any obvious vehicle defects that would make it illegal/unsafe to drive (our local police apparently can't do anything about cars parked half on the pavement anymore, but the PCSO's can/will check it for anything obvious that would make it illegal to drive - such as lack of wiper blades or non legal tyres and aren't above issuing a fine for that).

IIRC they can issue fines for things like the lack of wipers.
Although that might have just been becuase one of the ones who attended a neighbours when she complained about a very badly parked car (more than half on the pavement), used to be a traffic warden and probably knew a lot more about such things than many PCSO's(i think it may come under the power to stop vehicles for testing?)
They also have the power to order the removal of abandoned vehicles under certain conditions, having had a quick look at the list of powers on the Home Office site0 -

put it back to the owners point of view he pays his tax & insurance & mot
no excuse for the tyres to be down mind you 7 not to be totally road worthy. we had a situation where we cannot park outside our house due to parking restrictions & used the works van during the summer for car boot sales put ours in the road behind & moved it every week & back again not blocking anyone in etc... always in a different place & possibly 4 different streets
some kind soul decided to put the tyres down scratch all the way down each side & bust the back doors in
the council were really nice about it but said we had to move it even though it was all legal that you can park anywhere that is legal thats why you pay road tax!
you cannot win people think its their divine right to park outside your house i wish i could when you have loads of bags from shopping!!0 -

Advice from a police officer when a similar thing happened in my street was:
"Smash one of its windows, then report it to us or the council again and this time mention 'unsecured' and kids playing"0 -
The OP doesn't say its outside his house, he says its up his street. Thats a bit of a difference. Outside house thats completely out of order, but maybe its parked up out of anyone's way - legally, with tax and insurance, so you know the owner is taking responsibility for it, why do you want to cause them trouble? Because its got dole slips in ? Maybe there personal circumstances mean they can't afford to get it sorted at the moment. Don't add to their problems.0
