    The point is the government dont need an army , in fact they dont need anything more than what Orwell described in chapter 5 of the road to Wigan pier.
    Of course the post-war development of cheap luxuries has been a very
    fortunate thing for our rulers. It is quite likely that fish-and-chips,
    art-silk stockings, tinned salmon, cut-price chocolate (five two-ounce bars
    for sixpence), the movies, the radio, strong tea, and the Football Pools
    have between them averted revolution

    You would have to change the list to , cheap booze, day time TV, national lottery , cheap farm foods/ice land frozen pizza, cheap take a way food etc, but the theory is there.

    All the government ever has to do to avoid revolution is placate those at the bottom of the scale with cheap "luxuries " , plus most of them are too fat to walk further than the local shop, let alone riot.
