Promotions offered by O2 on phones and tariffs they sell directly (ie, O2 as both retailer and network) do not apply if you use a different retailer, even if you still use O2 as the network.
We make this clear on our site (click "more info" next to any tariff); sorry that you have misinterpreted what O2 will allow you to do but unfortunately as a retailer there is nothing we can do in this instance.
