If he needs a phone for work, I'm assuming that he'd be issued with a company phone or have a contract to keep down costs.
Personally I think he's conning you big time!
I would say to him to send the phone back with the full packaging and accessories for your supplier to check over. My guess is that he'll refuse to do this. Also, give him a time scale to work to - i.e. if you don't receive the phone within 7 working days then you'll assume that the sale is final and that he's happy to keep the phone.
Do not leave feedback until he's left yours.0 -

I have sold many phones on Ebay, and i track all the imei before i send them just incase someone returns their faulty one too me. I have to open all the boxes before i send the items so i can unlock them. However this sounds really bizzare, i agree you have taken the correct steps to fufil your duties as a seller.
