Paypal - limited account, asking for original receipts for items sold

Paypal have e-mailed me to tell me my account is limited due to 'high risk' - I can still receive the payments from my eBay auctions currently ongoing, but I can't access my money, nor list new items.
It's asking me to:
- Confirm credit card - in process of doing so
- Confirm bank account - mine is savings so Paypal won't recognise it for electronic direct debits
- Provide tracking details for items sold - I can do this once they're posted tomorrow
- Provide 'proof of inventory' - receipts for what's sold. Now this one has me stumped as they're things I've had for years, some from my mother's house.
I have no idea what to do to get access to my money - there's about £200 in there. (And I could open a bank account that will work with electronic direct debits, but I have no photo ID bar a long-expired passport - I need this money actually to renew the thing - so even this last resort isn't an option!)
Has this happened to anyoen else and what did you do?

Yes. I was suspicious when I saw the e-mail, so logged into Paypal to confirm - it is Paypal asking all this.0

OK. I've entered in all the tracking information as asked. It's also asking for 'Proof of posting/delivery of items to buyer' - when I click on this, it just asks me to upload a file, without telling me what this file is supposed to correspond with. They also say they don't accept the note I put on saying I no longer have invoices/receipts for items purchased years ago.0

Just spoke to Paypal and they say I need to fax or email them a bank statement (fine) and a copy of my birth certificate.0

OK. So, I sent them my bank statement, birth certificate, tracking details, everything I could. Phoned up the call centre and explained that I didn't have invoices as these were personal items, and that my passport was out of date so I could not send this through - they told me that was fine and that as soon as the tracked items were showing up as sent they could release my money. Seemed to be making it up as they went along, but never mind.
Then I received this e-mail this evening:
" For the safety and security of the PayPal network, we often review
accounts for potential risks. After reviewing your account, we have
decided to close it because of security issues.
We are making every effort to minimise any disruption to your business.
If your PayPal account balance is zero, and you have no unresolved buyer
complaints or chargebacks, your account will remain limited.
Disbursement options
Option 1. If you owe refunds to any of your buyers, you can use the money
in your PayPal account to refund them.
To refund your buyers:
1. Log in to your PayPal account
2. Click "Contact Us" at the bottom of any page.
3. Click "Contact Customer Service."
4. Under "Choose a Topic," select "Sending/Receiving Money."
5. Under "Choose a Subtopic," select "Refund/Cancel a Payment."
6. Click "Continue" and follow the instructions to refund payments.

There's now £220 in there I can't access, and I've been NARUed until I can get this account up and running - I just want my money back, though, less worried about that. So, what to do now?0 -

There are suggestions given at the end of the info in the link for getting your money released, i.e.threaten paypal with legal action0 -
Seems simple enough.
When the folks get their items and leave you appropriate feedback, you will get your money.0
