I've just followed through your instructions, rebooted and google still offers suggestions.
Please don't flame me if I go over some already answered questions
1 - Have you cleared all browser (i.e cookies, temp files, everything) ?
2 - Is the problem specific to Firefox / Internet Explorer ?
3 - Have you tried checking for updates on the applications so they are latest versions?
4 - Have you tried creating a new user account on the computer, then testing with that account ?
5 - Have you tried opening your browser. Type http://www.google.co.uk and then go to your options and selecting "use current" as the home page.
6 - Have you run internet explorer in compatibility mode?
Additionally, has this just started happening, or all the time.
If it's not saving settings it's one of 3 things I think
1 - Dodgy profile / known fault with windows 7
2 - something messing up the settings like spyware
3 - system not clearing cookies or refreshing them properly. possible IE needs it's settings put back to default, zone security maybe too high
That's whats on the top of my head atmOwner of andrewhope.co.uk, hate cars and love them

where the suggestions continue to appear are in the search box at the right top, the place where you are able to click and get a drop down box of various search engines. and yes, whichever search engine is placed to search, the suggestions keep comingThis is a system account and does not represent a real person. If you highlight google, at the bottom, there should be a disable link
IE8?
In regedit, navigate to
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\SearchScopes]
under there, look for "ShowSearchSuggestions" and set to 0!!
