I would ask him first, to produce his certification, he may well be competent though, you / he should also notify the LA, and fill in the benchmark logbook for the cylinder, your local authority building regulation dept. will be able to tell you the process.There are three types of people in this world...those that can count ...and those that can't!

Had a look on the planning portal and found this -
For installation of certain types of services and fittings (eg electrical installations in dwellings, heating, hot water, air conditioning, ventilation appliances, replacement windows, WCs and showers) the contractor (if registered with a Competent Person Schemes) will be able to self-certify their work, meaning you will not need to seek approval directly from the local authority - the contractor through the scheme will notify Building Control Body of their work, and that it has been done in accordance with the Building Regulations
Actally now I think of it he may have said something about that but it went right over my head as I had no idea what he was talking about :rolleyes:
My guy is sound, we're very fortunate in living in a small community, you'd really need to go out your way and actively look for a cowboy. Though of course you have to wait forever to get anything done as the good guys are always so busy!0
