Underage sales are dealt with by Trading Standards, but you would need to report it to Consumer Direct for them to refer the case to TS. It's up to you if you stay anonymous, but it is helpful for TS to at least have a mobile number to be able to clarify info and can also be more credible information if not totally anonymous (could always give a fake name to go with it, as long as you remember the name you give!).
