How do I convert photo to passport size?

What is the size of your picture in pixels? If it is not the correct aspect ratio (height/width) it will need cropping before re-sizing to passport size. Any free photo package will easily do this e.g. irfanview here
The trouble is that we took the photo with a view to it being a passport size photo not realising we couldn't just print it at that size, so there is barely any cropping which can be done (maybe just a little at the bottom and sides). The photo is currently 85 pixels wide and 113 pixels high. The Nero program I have can crop as well as resize so that is ok, but how do I know what size it needs to be after cropping in order to resize correctly to passport size please?

Are you sure it's not higher than that, if not you may have to go back to the original image and have another go. It sounds like the image, not the software is the problem.0 -

The photographs must be:
• identical;
• in colour, not black and white;
• taken within the last month;
• taken against a plain light grey or plain cream background;
• 45 millimetres (mm) high x 35 millimetres (mm) wide (however, please do not trim your photographs to meet this condition);
• fit into the template, with your eyes positioned in the area marked by the shaded band;
• undamaged, for example; not torn, creased, or marked;
• free from shadows;
• printed on plain white photographic paper;
• taken with your eyes open and clearly visible (with no sunglasses or tinted glasses, and no hair across your eyes);
• free from reflection or glare on your glasses, and the frames must not cover your eyes (where possible, we recommend that you remove your glasses);
• free from red-eye;
• of you facing forward, looking straight at the camera;
• with a neutral expression and your mouth closed (no grinning, frowning or raised eyebrows);
• of you on your own (no baby's dummy, toys or other people on the photo);
• taken of the full head, without any covering, unless it is worn for religious beliefs or medical reasons; and
• taken with nothing covering your face;

As said you resolution is now too low.
I have done 2 photos for passports at home now (I know you dont need passport quality) I use the passport option from photo box http://www.photobox.co.uk/content/prices-and-services
you get 8 on a sheet. its is expensive(£1.05) when compared with a single 6x4 for10p but still cheeper than the local pharmacy.0 -

If that is really the resolution of the photo, then you are not going to get a good print at a passport size of around 45mm by 35mm

I right-clicked on the photo and selected properties and clicked on summary and then advanced, and that is what it says there. Have checked other photos too but they are much higher figures so I see what you mean.0
